Case study
Rapid Response and Whole‑Service Quality Assurance Support
A children’s home provider approached Anchor Social Care after receiving a serious regulatory notification from Ofsted (NOP) signalling significant concerns about leadership oversight, safeguarding practice, and the quality of care. Although the provider was working with legal support, they were increasingly worried about the wider organisation and the potential for similar issues across their other homes.
To provide immediate reassurance and early intervention, the provider commissioned Anchor Social Care to complete mock inspections across three additional children’s homes. All three inspections were completed within a week, each delivering a detailed Ofsted‑style report including indicative grades, compliance gaps, strengths, and clear, practical recommendations to support rapid improvement.
Two weeks later, the provider contacted Anchor again. Ofsted had revisited the original home and raised urgent concerns that planned actions had not been fully implemented and that risk assessments, placement plans, and behaviour support plans required immediate review.
Anchor’s Response
Recognising the seriousness and urgency, an Anchor Social Care consultant was on‑site the very next day, remaining for seven consecutive days — including over the weekend — to stabilise the service and provide intensive leadership support.
During this period, we completed a comprehensive review of:
- incidents and safeguarding records
- placement plans and risk assessments
- daily logs, routines, and staff practice
- leadership oversight and decision‑making
- compliance with SCCIF and Children’s Homes Regulations
We triangulated evidence across all documentation and worked directly with the team to identify learning, strengthen practice, and embed trauma‑informed, relational approaches. Our focus was on ensuring risk assessments were meaningful, behaviour support plans were proactive and child‑centred, and that leadership oversight was visible, accountable, and aligned with regulatory expectations.
Through this intensive support, Anchor Social Care helped the provider regain control, stabilise the home, and drive improvements where they were needed most — strengthening safeguarding, compliance, and the overall quality of care across the service.
